Need Configuration Help

I am trying to set up UTM9 on a Windows Server 2008 R2 server using VM Player. Server is the DHCP. Here is the topology I am trying to setup:

DSL MODEM -----ASTARO External NIC(-->ASTARO MACHINE<--)ASTARO INTERNAL(webadmin NIC) ------- SWITCH/HUB --------ALL CLIENTS

As far as the IPs,

MODEM NIC is 192.168.200.1 (internal) and an ISP assigned number on
the external.
Server external NIC 192.168.200.2
Server internal NIC 192.168.200.3
Astaro external NIC XX.YY.ZZZ.154 (STATIC IP ASSIGNED BY ISP with
gateway XX.YY.ZZZ.153 (SUBNET 255.255.255.252)
Astaro Internal NIC 192.168.200.4
All clients 192.168.200.*** with gateway as 192.168.200.4 (I am doing all of the setup from 192.168.200.101)

No matter what I have tried I can get the UTM box to have internet, but none of the clients can get to the internet. I cannot ping 200.4 from 200.101 I cannot ping 200.1 from 200.101 either.

What a I missing?
