Whitelisting and blacklisting - are url names and IP numbers treated equally?

If I whitelist (or blacklist) a url name does that also permit access to the website by directly typing the IP number into the web browser?
Conversley if I whitelist (or blacklist) an IP number does that also permit access to the site by using the url name?
