Monitor TTL for fail over internet

There should be TTL monitoring for the Internet links based on which if the UTM senses that if the latency increases certain ms it should shift the Internet traffic on the other link rather than to give time out and still treat the link state to be up. Am recently facing sloooow Internet as I have a problem with the primary service provider but my UTM continues as it still considers the link to be up. It should automatically shift to the next available link. Link health check should be more comprehensive like defining TTL, latency, ping to multiple websites etc.
