[8.930] Flow monitor-shape cosmetic

Hi All

It seems that If I need to shape traffic for an application I have to specify an upper maximum bandwidth. I don't understand though why this is the case. For example, I want to guarantee 15kbit of bandwidth to a specific application but not set a max.
