[BUG] Traffic shaping not working?

Hi Helmut,

i just tested a download over the RED Tunnel.

at the RED site i have a VDSL with 10MBit up an 50MBit down.
On the ASG site i have 2 DSL, one with 5MBit down and 512kbit up and the other with
4MBit down and 640kbit up.

I tried to transfer a file (using SAMBA) from the RED site to the ASG site. I expected something like 9MBit upstream as i have configured both WAN Ports. But i got only 1.8 - 2.0 MBit :(

if i transfer a file without the RED (using FTP) i get about 4-5MBit
